Board Meetings

All regular meetings typically start with a Study Session that begins at 6pm and the regular meeting which begins at 7pm. Board meetings are held in the Ellwood House Visitor Center "Hearthside Room", 509 N. 1st Street, DeKalb, IL. Notification of schedule changes will be made and posted. Agendas are published and posted on this website prior to Board Meetings. Once approved by the Park Board, minutes will be published and available on this website.

This schedule is subject to such changes as the Board of Commissioners of the DeKalb Park District shall determine and law shall allow. Notice of such changes shall be given as required by law. All such meetings shall be open to the public, except those meetings, or portions of meetings which the Board of Commissioners of the DeKalb Park District shall determine to be held in private and which the law shall allow to be held in private.

Park Board

The DeKalb Park District Board of Commissioners consists of five elected members who serve unsalaried 6 year terms. Park District Board meetings are held on the third Thursday of each month starting at 7:00 pm in the Hopkins Community Center.

Phil Young

Phil Young - President

Phil Young grew up in rural Southern Wisconsin. In the mid-eighties he moved to DeKalb to study Geography at NIU. After receiving his degree, he went to work in Chicago for Encyclopedia Britannica and worked on various forms of digital map production. In the early-nineties he returned to work for his alma mater. While working at NIU, he earned a Master's in Technology with an emphasis in Project Management and Supervisory Training. Phil and his wife Deirdre have three children, Emma, Holly and Laura. He has called DeKalb County his home for the past three decades and enjoys volunteering his time and energy to give back to the community.

Dean Holiday

Dean Holliday - Vice President & Treasurer

Dean Holliday was born and raised in DeKalb. After high school, Dean honorably served four years in the U.S. Navy after which he joined the Plumbers and Pipefitters Local 612. He worked five years as an apprentice before becoming a licensed plumber. After four years in a position at the Byron Nuclear Plant, Dean went to work with the NIU Plumbing Department, from which he retired. As an active member in the Local 612 Union, Dean was elected and served as Union President and Business Manager during his career. Dean and his wife Connie have three sons, Steven, Jeffrey, and David. He enjoys spending time on the golf course and is an avid fan of NIU Athletics. As a lifelong resident, Dean cares deeply for his community and strives to help make DeKalb a great town to live.

Keith Nyquist

Keith Nyquist - Secretary

Keith Nyquist first moved to DeKalb in 1985, graduated from NIU with a degree in English, and now teaches business communication at NIU's Department of Management. He enjoys birdwatching at Prairie Park with his wife Pattie and listening to every kind of music from opera to indie rock. As an undergraduate, he began working summers at the Park District maintaining the softball and baseball diamonds and laying out the soccer fields at Kiwanis Park. He believes that the District's many parks and programs play a vital role in making DeKalb a great place to live.


Patricia Perkins - Commissioner

Patricia 'Patti' Perkins was born and raised in DeKalb. She retired from Northern Illinois University where her responsibilities included campus planning and project management. Patti has been involved in small dog rescue for many years and currently she and her Papillon/Chihuahua mix, Gracie Allen, participate in children's reading programs at DeKalb and Sycamore libraries. Patti has fond memories of spending many childhood hours in neighborhood parks and learning to swim at Hopkins Park Pool and has continued to enjoy DeKalb parks and programs as an adult. She believes that the Park District enhances the quality of life for the city's citizens. She is pleased that her appointment to the Park Board will afford her an opportunity to contribute back to the community.



Dag Grada

Dag Grada - Commissioner

For many years, Dag Grada lived a split life. He spent summers in DeKalb, working his trade of sheet metal. Winters were spent in the Dominican Republic, working on the rivers and in the mountains, primarily in tourism. Marriage and children created a need for a more stable life and Dag settled down full-time in DeKalb with his wife Elizabeth and daughters Eleanor and Amelie. Dag is active in the sport of disc golf, not only as a player but as an advocate of responsible course design as well as an active volunteer on area projects.

Freedom of Information Act (FOIA)

The Freedom of Information Act (FOIA) is an Illinois state statute that provides the public the right to access government documents and records. The law provides that a person can ask a public body for a copy of its records on a specific subject and the public body must provide those records, unless there is an exemption in the statute that protects those records from disclosure.

As of January 1, 2010, changes to the Freedom of Information Act went into effect. Please note the following:

  • The new law changes the time for response to five business days. An extension of five business days is permitted under various circumstances.
  • Those submitting a request for a commercial purpose must identify that purpose or be subject to statutory penalties. The Park District then has a reasonable period (up to 21 days) considering the size and complexity of the request to comply.
  • The request must be submitted in writing, although the use of a particular form is no longer required.
  • Records requested may be examined in person or copies made. There is no fee for up to 50 pages of standard paper copies. For pages beyond 50, there is a 15 cent per page charge.

The DeKalb Park District has appointed a FOIA Officer to provide public records as expeditiously and efficiently as possible under the law. The District's FOIA Officer is Ryan Lindeman, Graduate Management Analyst.
